I noticed I cant add an Avatar, or a Sig,yet I see that other users, with fewer posts are allowed to, is there a reason why my acct cant add these things?

Ah. That would expain it.

What happened was, the people who had signatures or avatars had them from a while ago. We had a different user group where everyone was allowed to use signatures and avatars. I recently changed the default user group and forgot to allow avatar/signatures with the group. My mistake!

But it's fixed now, in any case, so you can go ahead and add signatures/avatars. Let me know if there are any more issues.
